In its relations with other countries, China often tries to intimidate foreign capitals to avoid these kinds of meetings with the Dalai Lama, an irredeemable separatist, in its view. Within the past year, it has used such tactics on Canada, Britain, France and Germany, with a fair amount of success. Yet to see whether Nicolas Sarkozy, the French president, will go ahead with a scheduled meeting with the Dalai Lama in mid-August after he returns from a trip to China to watch the Olympics open. How other countries react to China’s displeasure over the Dalai Lama is an interesting gauge of its leverage on the world stage.
